The project of adaptation is the practical part of the project, which determines the future use of the history and culture monument with its adaptation to the specific needs of the owner or tenant while retaining the elements of protection.
It should be noted that the redesign of the monument comes down to the definition of the project of protection based on historical background, the definition of the theoretical ways of restoration of the object (the Restoration Project) and recommendations for its modern use (Project of adaptation).
There is a certain duality to obtain permission for repair or restoration in the architectural monument, for example: permission from the State Housing Inspectorate of Moscow (Moszhilinspektsiya), after the approval of the three stages in the Moscow Heritage Committee.
The legislation also allows to get a permission for repair or restoration in the Moscow Heritage Committee itself. Such a situation often caused disagreements between state authorities in the approval of documentation.
